An enjoyable radio play that would have fit in very well as an episode. Though, sadly, the character of "Stream," doesn't turn into the logical "Master," due to licensing issues.
The Doctor and Peri reminisce on their last adventure. Which he can't quite remember. They were visiting an old friend, and encountered a strange cult-like group and their leader, Stream. They seem to know just where to place themselves around the Doctor and the T.A.R.D.I.S. But surely, they don't know anything of the Time Lords...right?
The Hallows of Time was greenlit for Season 23 and was written by Christopher Bidmead who wrote, "Logopolis," "Castrovalva," and "Frontios." Like those stories, there's a bit of really wonky science at the core of the story. Unlike those stories, there's nothing compelling about, "The Hallows of Time."
To be fair, the story starts okay but loses steam, before becoming almost incomprehensible with even Colin Baker saying on the extras that after two days of performing the script, he still didn't fully understand it. As I was listening to the story, it felt like, "Time Lash" only far more dry and flat and I think if it'd been mad that's pretty much would have been given the production budget of the times.
To be fair, the cast does as good as job as possible. Baker gives a solid performance. Susan Sheridan is great in playing the little boy Simon. The rest of the cast is likable enough.

Big Finish does what they can with it, but the way the lost stories line works, it's not really their job to improve the stories but to adapt them, to recreate the feel of them as best they can over audio and I think by that measure, they succeeded in giving listeners a chance to hear a story that was approved for the lost Season 23. Unfortunately, it's a story that mainly served to prove the weakness of the Doctor Who creative team of the time.
